What is the DUME?
The Single European Procurement Document (DUME) is, as its name suggests, the standard form for bidding on a public contract in the eurozone. It is the result of several workshops that pooled together the standard forms (DC1, DC2, DC4…) used in the different states of the area. Since April 1st, 2018, it has become a key component in the public procurement chain. Indeed, both public buyers and bidding companies use it. Its use is recommended for all calls for tenders in the European area, as well as for works valued at a minimum of twenty-five thousand euros.

Using the DUME as an economic operator
For economic operators, the DUME is used to respond to a public tender. It constitutes a sworn declaration by the company attesting to its ability to adequately execute the project if it were to be awarded to them. This implies that they are not affected by any so-called qualifying measures, but also that they possess the technical and financial capacities to carry out the work.

The contracting authority can therefore compare the different profiles in competition based on these elements. The choice of the executing company is thus made easier. The DUME for public buyers
If you are a public buyer, you are required to receive the DUME from all candidate companies. It is indeed one of the important elements to consider when evaluating the different offers. If the necessary care is taken, this will allow the buyer to choose the best company. The use of the DUME also provides access to a centralized database, allowing for close monitoring of the company, especially if it had previously bid for a public tender.
From all of the above, it emerges that the DUME, although not always required, guarantees several advantages to the actors in public procurement. It is therefore important to ensure it is well utilized to derive the maximum benefit possible.
